The government launched “The Affordable Housing Project” in 2017 to explore innovative means to provide appropriate well designed and serviced turnkey housing units, within an integrated neighborhood setting, for Omani families who are on the waiting list of the Ministry of Housing (MoH) for land grants. Government designed a mechanism for such developments in a PPP model wherein the Government provides land and utilities hook ups and the Developer contributes funding and expertise needed to execute the Project as a turnkey project. Government has named the Project Surouh and under the master brand, the pilot project in Barka will be called Hai Al Naseem.
A consortium led by Al Adrak Trading & Contracting Co LLC (ATC), Oman was selected as the top bidder after a series of processes and The Supreme Council for Planning (SCP) awarded the Project to Al Adrak Trading & Contracting LLC which has formed a Special Purpose Vehicle company (SPV) called Adrak Developers for the execution of this massive project. The Supreme Council for Planning (SCP) was merged with the MoH in 2020 and became The Ministry for Housing & Urban Planning (MoHUP).
The project is a design, finance, build, market model which means, the developer’s scope includes all these disciplines. Based on the mandate, Adrak Developers commenced the project development after getting all necessary approvals from various ministries in the first week of August, 2019. Total project duration will be around 5 years.

They will be also liaising with the Design consultants and ensuring all areas from design to execution is carried out with high quality and standards.
MTDI Group has designed numerous Township Projects around the world and is based out of Poland. As the design consultants in the project, MTDI did the Master Plan and has been playing a vital role in every step of the design development.
New Rotana Enterprises LLC will be the Facility Management arm in the consortium. New Rotana has an experience of 15 years in Property Management, Maintenance and Industrial Catering Services. NRE will be take care of the Property Management and maintenance services for the mandated period.
